State govt makes property registration online to boost state revenue, Covid positive cases rise to 144

KOLKATA 16 APRIL:  In an attempt to boost the revenue, when the state  is struggling to fight COVID-19, the West Bengal government has decided to make the property deed registration online from 20 April. 

At the state cabinet on Thursday, chief secretary Rajiva Sinha, said: “Due to COVID-19, many people cannot come to government office to make their registration for property. So we have decided to make the property deed available online. The biometric which is required for the registration of property deed will be done later once the lockdown period is over.”

To provide further relief to the public , the state cabinet has allowed reduction by 20 percent of the applicable Registration fees with a ceiling of maximum Rs 20,000 on registration of all e-deeds under the new system till 31 May 2020.

Senior officials of the state government who deal with property deed registration, said: “the required turnover is around Rs 50 crore annually and it was stopped from March after the lockdown was announce. To boost the state revenue, this initiative has been taken.”

Under the e-registration process, the persons willing to register their property can complete the entire deed submission process online from his/her own location through the e-deed module of the Registration Directorate , without visiting the registration office . The property will be duly registered . The registered deed will be delivered in priority basis upon completion of biometrics after the lockdown is over .

Chief minister Mamata Banerjee has already claimed that  the state government is facing an acute shortage of funds after the pandemic broke  as additional expenses are used for setting up dedicated hospitals for COVID-19 in the districts and providing economic benefits to the poor. The state government has already decided to provide free ration service for six months and have also decided to pay financial benefits to the migrant workers stranded outside Bengal. 

Meanwhile ,Manoj Verma , principal secretary of the food department has been put on compulsory waiting and in his place Parwez Ahmed Siddiqui was made the food secretary as Banerjee  pointed out that many people are not getting the ration facilities although state government has made six month ration facilities free for all.

Relaxation  offered by the West Bengal government 

1)    The timing of the sweet shops has been relaxed and now sweet shop owners will keep their shops open from open 8 a.m. to 4 p.m.

The CM said that after reports of a conglomeration outside a bank in Burdwan was received, the state  government has urged the bank authorities to inform the local district magistrate if they want to talk to any customer instead of calling them. This is completely in violation of the lockdown protocol and it should be taken care of immediately. 

Problems faced by patients after few doctors and nurses tested positive for COVID19

With partial closure of few state-run hospitals and private nursing homes in the state, after many doctors and nurses have tested positive, people who needs immediate treatment are having a tough time .

At present four hospitals are partially closed and two nursing homes are closed after doctors and nurses are tested positive. This includes part of Calcutta Medical College and Hospital ,  NRS Medical College and Hospital , RG Kar Medical College and Hospital . Howrah state general hospital was fully closed after medical superintendent of the hospital tested positive. The private hospitals includes Charnock City Hospital in Salt Lake, and SS Chatterjee Heart Clinic in Park Circus.

Sources in the state government said that the maternity ward of CMCH was closed and all patients related to gynecological problems is having a tough time. This has led to serious problem in the hospital outdoor every day .

A senior doctor of CMCH said: “We are trying to look for alterative options where patients who need immediate treatment can be checked. Moreover we are trying to make all arrangements so that no patient goes home without check up.”

Meanwhile, three more deaths were reported in the last 24 hours in the state taking the death toll to 10. Twenty four fresh COVID-19 cases were detected in the state today taking the toll to 144.
